Cultural Resources Support Professional

Description:  The Cultural Resources Support Professional duties and responsibilities consist of but not limited to the following: develop and monitor implementation of installations’ Integrated Cultural Resources Management Plans (ICRMPs), and provide support for cultural resources metrics and data calls. Provide cultural resources technical support for multiple Navy projects. Assist with providing all State Historic Preservation Office/Officer (SHPO) consultations for Navy projects. Prepare analysis and documentation in support of Government personnel to negotiate with regulators and local tribes.

Qualifications:  The Cultural Resources Professional must demonstrate prior experience working with cultural resources programs, including analyzing and developing documentation required for compliance with National Historic Preservation Act (NHPA), Section 106 consultations, and Native American Graves Protection and Repatriation Act (NAGPRA), and developing and implementing Integrated Cultural Resources Management Plans (ICRMPs). Must demonstrate prior experience working with both archeological sites, and historic sites and architecture.

The professional must meet one or more of the following education and experience criteria:
History: The minimum professional qualifications in history are a graduate degree in history or closely related field; or a bachelor's degree in history or closely related field plus one of the following:

  1. At least two years of full-time experience in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution; or
  2. Substantial contribution through research and publication to the body of scholarly knowledge in the field of history.
Archeology: The minimum professional qualifications in archeology are a graduate degree in archeology, anthropology, or closely related field plus:
  1. At least one year of full-time professional experience or equivalent specialized training in archeological research, administration or management;
  2. At least four months of supervised field and analytic experience in general North American archeology; and
  3. Demonstrated ability to carry research to completion.
In addition to these minimum qualifications, a professional in prehistoric archeology shall have at least one year of full-time professional experience at a supervisory level in the study of archeological resources of the prehistoric period.

A professional in historic archeology shall have at least one year of full-time professional experience at a supervisory level in the study of archeological resources of the historic period.
Architectural History: The minimum professional qualifications in architectural history are a graduate degree in architectural history, art history, historic preservation, or closely related field, with coursework in American architectural history, or a bachelor's degree in architectural history, art history, historic preservation or closely related field plus one of the following:

  1. At least two years of full-time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; or
  2. Substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.
Architecture: The minimum professional qualifications in architecture are a professional degree in architecture plus at least two years of full-time experience in architecture; or a State license to practice architecture.
Historic Architecture: The minimum professional qualifications in historic architecture are a professional degree in architecture or a State license to practice architecture, plus one of the following:
  1. At least one year of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field; or
  2. At least one year of full-time professional experience on historic preservation projects.
Graduate study or experience shall include detailed investigations of historic structures, preparation of historic structures research reports, and preparation of plans and specifications for preservation projects. Environmental Engineer

Description:  The Environmental Engineer shall provide support to specific tasks including, but not limited to, the following:

  • Develop and implement strategies to interface with regulatory agencies. Participate in negotiations with regulatory agencies to establish achievable and timely compliance goals and to resolve any compliance problems. Assist in negotiations for permit conditions, proposed plans, records of decision and responses to enforcement actions. Attend public hearings concerning environmental issues that may impact the Navy and its operations. Coordinate meetings and conferences with regulators and other interested parties. Develop and deliver presentations, position papers, and news releases;
  • Perform preliminary and final (detailed) engineering calculations in support of environmental engineering projects. Develop regulatory compliance strategies. Develop concepts for engineering projects and prepare engineering drawings. Prepare comprehensive engineering, environmental, or cost reduction studies, cost estimates, budget reports, environmental assessments, environmental impact statements, evaluations, specifications, reports and work plans. Develop and perform tests and treatability studies. Review environmental assessments, environmental impact statements, studies, evaluations, engineering and architectural drawings, instructions, specifications, reports and work plans to ensure technical adequacy, feasibility and acceptability to the command. Provide written and oral comments on projects;
  • Research the needs of the activity and prepare local instructions that incorporate regulatory and policy requirements;
  • Review work sites to assess and document work performance. Provide onsite information and problem resolution as required. Provide written and/or oral notification of problem areas to the Navy. Develop and maintain quality performance assessment tools. Monitor performance of equipment and systems;
  • Investigate and recommend pertinent action on new environmental regulations having an impact on operations. Develop and maintain an in-depth understanding of the laws, regulations, policy and guidance affecting the assigned environmental program; and
  • Plan, coordinate and conduct formal and informal training required for Navy personnel.

Qualifications:  The Environmental Engineer must have a thorough and broad professional knowledge of environmental engineering principles, theories, concepts, and practices. As a minimum, completion of four or more years of study leading to a bachelor’s degree in engineering from an accredited college or university is required. In addition, demonstration of professional experience in the environmental field with application of all appropriate theories of design, engineering, and management is required. Environmental Planner

Description:  Environmental Planners shall provide support to specific tasks including, but not limited to, the following: Developing and authoring environmental base line studies, impact statements, assessments, records of environmental consideration and mitigation action plans, and CATEX’s for proposed construction, training, operation, maintenance, real estate actions, etc; Tracking, monitoring and evaluating implementation of mitigation commitments; Resolving complex problems involving investigation and analysis into the effects of training on the ecosystems; Providing short and long term program plans, and planning and budgeting for natural resource and land use planning projects; and developing contract scopes of work for baseline data acquisition, impact investigation, compliance documentation, mitigation, and repair.

Qualifications:  Environmental Planners must demonstrate prior experience evaluating baseline environmental conditions; reviewing facility and training plans and designs; predicting and analyzing the effects of proposed actions on the environment; identifying potential mitigation techniques and alternatives; and designing environmental studies and investigations. Environmental Planners must have previously served as the principal author for the production of at least one NEPA Environmental Assessment and FONSI prepared for a federal agency. Experience must encompass: Utilizing technical knowledge and writing ability to serve as principal author of overarching NEPA documentation describing the purpose and need for proposed actions and alternatives, and sections of NEPA documents describing the existing environment and analyzing the affects of actions on the natural and human environment and land use; and developing short and long-term budget and resource plans, including estimates of personnel, materials, equipment, and schedules necessary to carry out programs and project under management. Environmental Protection Specialist

Description:  The Specialist assists a government client’s Environmental efforts by management of the Environmental Planning Program. The Specialist will coordinate environmental reviews of proposed actions by the Navy and review proposed actions for compliance with: The National Environmental Policy Act (NEPA); the Coastal Zone Management Act (CZMA); Endangered Species Act (ESA); the Marine Mammals Protection Act (MMPA); the Clean Water Act (CWA); wetland, dredging, and shore/in water construction regulations; the National Historic Preservation Act (NHPA); other federal, state, and local environmental planning laws and regulations; and DOD or Navy policies and directives. The Specialist will identify potential concerns regarding compliance with other environmental regulations such as the Clean Air Act, Resource Conservation and Recovery Act, Safe Drinking Water Act, and Toxic Substances Control Act and provide all environmental documentation for proposed actions in coordination with the Navy, and regulatory agencies. While providing for management of the natural, cultural, historical, and archeological resources programs in accordance with OPNAVINST 5090.1 (most current version).

Qualifications:  High School diploma or equivalent, extensive knowledge of environmental laws and regulations with 5 years minimum experience directly related to the types of work described above or an equivalent combination of education and experience. Must be able to demonstrate knowledge of accounting practices needed for budgeting, proficiency Microsoft Office Suite, and management processes and possess strong analytical skills. Personnel must be capable of applying technical discipline, following specific procedures in carrying out the support functions, and assembling data to document and analyze activities. They must also be capable of researching problem situations and developing recommended solutions. Must have current driver’s license.
